In order to achieve effective implementation of the
Sarva Siksha Mission (SSM) and bring in its convergence
with other related programs the Governor is pleased
to issue the following revised guideliens for the constitution and
functioning of the Village Education Committee (VEC)
and the school level monitoring committee. This order will
have the overriding effect on all the guidelines
issued earlier in this regard and will come into force with immediate
effect.
The constitution of the Village Education Committee
(VEC) and other related issues are as follows:
Composition ofVEC
1. Gram Panchayat Member from the concerned Gram
Sansad (In case of
more than one GP Member representing the same Gram
Sansad, the elder
member will be the chairman and the other will be
the member).

teacher of the Primary school located in the Gram Sansad (If there
are more than one primary school in the same Gram
Sansad, the senior
Head teacher will be the Secretary and other Head
teachers will be
member (s).

If there is no Primary School in the Gram Sansad the
S.1. of School will
nominate one Head teacher from the adjoining Gram
Sansad.
3. Shiksha Sahayika(s) of Shishu Shiksha Kendra
(SSK)
functioning in the concerned Gram Sansad area

4. Anganwadi worker(s) oflCDS centers located within
the Gram Sansad Member(s)
5. Prerak(s) of the Continuing Education Centre (CEC)

In order to execute various civil works, monitor
enrolment and Mid day Meal there will be a school level
monitoring committee consisting of following
members:-
ii) Head teacher of concerned primary school
iii) 5 members from the parents of school going
children of the schoolone
of them out of parents of first generation learners
(Selected by Mother Teacher Association)
iv) Junior Engineer appointed for the respective
block under SSM
v) Shiksha Bandhu of respective G.P.
vi) President I Secretary
of the Self Help Groups involved in cooking
of Mid day Meal in the school.

The fund provided to the VEC for construction work
or community mobilization will be expended by the
school level monitoring committee through the joint
signature of any two, onr of which is the secretary and
another one is any of the two other signatories
namely, chairperson and junior engineer associated with the
school level monitoring committee. This committee
will meet every fortnight. It will maintain and place all
voucher,s asset details and other accounts to the
VEC in its half yearly meeting for social audit and will be
accountable to the VEe.
Terms and
Conditions
a) The geographical jurisdiction of VEC shall be the
same as that for the relevant Gram Sansad identified by the
State Government as the unit for decentralized
planning.
b) The term ofVEC will be five years. It will be
reconstituted every time a Panchayat Election is held.
c) The Secretary of the VEC will convene the meeting
of VEC in consultation with the Chairman of the said
committee at a convenient place within the Gram
Sansad once in six months (preferably at a time when parents
are able to attend). The resolution of such meetings
shall be recorded by the Secretary of the Committee and the
Shiksha Bandhu who will forward a copy to the
concerned S.l. of School.
d) The Panchayar Samity will be responsible for
approving constitution of VEC and shall have the power to
monitor and evaluate the activities ofVECs.
e) Gram Panchayat will be responsible for
Consititution ofVEC in all Gram Sansad areas irrespective of whether
formal primary school or SSK exists in the Gram
Sansad.
f) In case of one member Gram Sansad, if the
concerned Panchayat Member is unwilling to act as Chairman for
any reason, the VEC members may select any person
from among them to act as the Chairman of VEe. Same
methodology will be applied if any G.P. member dies
or leaves his place for a considerable period of time.
Role and Function of VECs :
I. Assessment
of the educational needs of the village population at the pre-schooling,
primary and upper primary
level through a process of micro planning exercise

2. Maintaining micro level database for the children
in the age group of 0 - 14 years (in case of disabled children
16 years) through a Child Register for ensuring
micro (Gram Sansad) planning exercise I
habitation plan
every
year.
3. Building of awareness of the community by
mobilizing parents and community for ensuring enrolment and
retention of all children in AWC, primary and uper
primary schools, SSK, EGS I
AlE centers etc.
4. Reviewing performance of the schools, enhancement
of learning level and helping the schools for sharing the
result of the children with the parents (result of
Parbik Mulyan, Internal Evaluation, half yearly exam. and final
examination. )
5. Making recommendations I suggestions to the teachers for
better performance of the schools.
6. VEC will also do the social audit of all the
expenditure made by the school level monitoring committee regarding
community mobilization, mid day meal and civil
works.
7. To receive and utilize fund and maintain proper
bank Account. VEC is primarily responsible for sending
Utilization Certificate of funds placed at its
disposal to the higher authority.
8. Mobilising community contribution and extending
support for construction of school building and other required
support to the AWC, primary schools, upper primary
schools, SSK I
EGS I AlE centers.
9. VEC will bring in convergence of the inputs on
elementary education and the Continuing Education Program
by encouraging illiterate parents of the school
going children to come to the Continuing Education Centres.
10. Identifying out of school children I dropout children and ensuring their enrolment in
different shcool set up.
11. Arranging remedial teaching I alternative education, Bridge Course etc. by
engaging community volunteer.
12. Helping panchayat I CPC for distribution of text books,
teaching-learning materials and other incentives.
13. Monitoring Mid-Day Meal programme in schools
within the VEC area.
14. Ensuing convergence of different rural services
(with the help ofPanchayat) for building school infrastructurel
school beautification etc. and implementing other
works assigned by the Gram Panchayat I

15. Sending monthly report to CLRC I CRC from VEC through the Shiksha Bandhu.
16. Issuing Green Card to the out of school children
and ensuing their enrolment in available educational institutions

AlE in unserved
habitations in consultation with Gram Panchayat I CLRC.
18. Reviewing attendance of the teachers and
students of AWC, primary, upper primary schools I SSK, EGS I
AlE
centers etc. and ensuing their attendance through
community support and audit.
19. Ensuing enrolment and retention of SC I ST girls and children of minority groups, other
categories of Special
Focus Group children I hardest to reach children, etc.
20. Organizing parents meeting in the form of PTA I MTA on quarterly basis.

21. Head Teacher as Secretary and
Shiksha Bandhu will keep all records, reports etc. in their custody.
22. The Secretary of the VEC and
the Shiksha Bandhu shall fill in the Village Information Schedule (VIS) ofDISE
annually and submit the same to
concerned CPC as per prescribed time schedule.
23. The President ofVEC shall
fill in the School Level Format-Il (SLF-II) annually for each school within the
VEC
jurisdiction and submit the same
to the concerned CPC as per the prescribed time schedule.
24. Maintaining / Implementing
such other functions as may be determined by the higher authorities from time
to
time.
25. Fund to be collected / received
from community / any person (Donor) PBSSM / any other Govt. / Non Govt.
Agency, will be deposited in the same Bank Account.
But cash book and / or record are to be maintained
separately for different sources of fund, even when
entered in the common VEC Account.
Quorum in the VEC Meetina:
For ensuring quorum of the meeting at least one
fifth of the total members must remain present in the meeting.
Controllina: authority
Gram Panchayat being the body responsible for
constitution of VECs, shall have the power to monitor and
evaluate the works of VECs. If necessary, it may recommend to
Panchayat Samity to dissolve the VEC and
seek advice to re-constitute any VEe.

formation, reconstitution, school level monitoring
committee formation etc. ) in consultation with the Gram
